Can anyone lay out in plain terms exactly what happens locally with the passage of the ad valorem property tax we passed to help our schools? It supercedes Amendment 3, yes?

So property owners will pay less tax overall due to amendment 3, gutting MOST public services, but our schools have a lifeline until 2031 due to the ad valorem/millage tax?

Am I interpreting that correctly for the most part?
