A friend of mine has been having issues with her apartment complex since Aug 28th. There is something wrong with the plumbing in the building and as a result, sewer water is flowing out of a pipe into the grass in a courtyard. It’s very clearly black water as there is toilet paper and feces.

This is clearly illegal and the apartment has been notified and has failed to properly fix it. Where can this be reported? I looked on the Florida DEP website but did not see a report link anywhere.
